useless as the only available men would be of the die-

reputable beach comber type. If Europeans had to be

taken on for this work, the best thing would be to employ

bluejackets.

(d) The lack of an insurance scheme.

The Government has now instituted a system of

grants to the officer himself if disabled in resisting pirates, or to his estate if killed, and Mr.Naberlow

referred to a letter in the Times in which it was stated

that the shipowners had also made provision for insurance. It was suggested that if this provision was not satis- factory the Hong Kong Government should consider the question of compelling them to make such provision. It was felt that these measures should go far towards meeting the objections of the local Guilde.

It was agreed that these suggestions might form the basis of discussion with the Imperial Merchant Service Guild, and it was agreed to recommend that the Guild should be invited to send representatives to meet representatives of the Colonial Office, Foreign Office end Admiralty, with Mr.Fletcher, Mr. Waterlow and Captain Tomkinson kindly consented to represent their respective Departments at such a meeting.
